Impact Fee Study Public Workshop

The School District of Volusia County, Florida, will hold two workshops dedicated to the extraordinary circumstances necessitating the need to exceed the phase-in limitations of school impact fees as set forth in Florida Statutes §163.31801(6)(b), (c), (d), or (e), and to inform the public about the recently completed impact fee study and the recently completed demonstrated needs study justifying an increase in excess of those authorized under said Florida Statutes §163.31801(6)(b), (c), (d) or (e). The workshops will be held at these times and locations:

  • 5 p.m. Wednesday, October 12, 2022, in the first-floor training rooms of the Thomas C. Kelly Administration Center, 123 W. Indiana Ave., DeLand  
  • 5 p.m. Tuesday, October 18, 2022, in the Port Orange Library Meeting Room, 1005 City Center Cir, Port Orange

The proposed changes to the existing fee schedules identified in the impact fee study are a result of extraordinary circumstances, as shown in the demonstrated needs study. To comply with the requirements of Florida Statutes §163.31801(6)(g)2, the workshops are dedicated to providing the public an opportunity to review the justification of extraordinary circumstances necessitating the need to exceed the phase-in limitations contained in Florida Statutes §163.31801(5)(b),(c), (d) or (e). 

The Volusia School Board approved a contract on August 10, 2021 with Tampa-based Tindale-Oliver & Associates, which has since changed its name to Benesch, to review the fee formulas and calculations for the school impact fees. 

Volusia County Schools assesses impact fees on new development to help fund for increase capacity of permanent student stations. The fees are reviewed periodically to ensure that the charges are up to date and sufficient to address needs. School Impact Fees were last updated in 2013 and adopted at approximately $3000 per home, which was to remain in effect until 2022.
