Parents and guardians must obtain a VPK Certificate of Eligibility through the Early Learning Coalition (ELC) prior to registration. Apply for the Certificate of Eligibility online at Early Learning Coalition of Flagler and Volusia.
Volusia County Schools, in partnership with the Early Learning Coalition and the Florida Division of Early Learning, provides the Voluntary Prekindergarten Program (VPK). The VPK program is a free educational program that prepares 4 year olds for kindergarten and beyond. Designated schools offer three FREE VPK hours funded by the Early Learning Coalition and the choice of TUITION-BASED full-day program.
Families may be eligible for tuition assistance if attending a Title I school. Contact the VPK school site registrar for more information.
Students must be 4 by September 1st of the current school year. Families must obtain a valid Certificate of Eligibility from the Early Learning Coalition of Flagler and Volusia Counties for registration.
Transportation must be provided by the parent.

HOW TO ENROLL IN THE VPK PROGRAM:
Step 1:
Apply for a Certificate of Eligibility through the Early Learning Coalition of Flagler and Volusia.
Step 2:
Contact the registrar at your preferred school site to start the registration process. You must have your child's Certificate of Eligibility at the time of registration.
Required registration documents include:

Certificate of Eligibility (COE) from the Early Learning Coalition.
- Original birth certificate
- Current shot record (Florida Form 680)
- current physical record (Florida Physical Form 3040)
- 2 documents as proof of residency in Volusia County school zone which clearly indicate parents'/guardians' names: (copy of lease or rental agreement, property deed or utility bill.)
VPK/Title I classroom units are dependent upon sufficient student enrollment and the availability of federal funds for the new school year. VCS reserves the right to close classroom units in the event that enrollment and funding do not meet the required needs for each classroom.
School Board Policy 215 - Voluntary Prekindergarten Program Policy
School Board Policy 215 which describes the expectations of the district for families who enroll a child in the program. All school board policies can be found at the district's home page, click on School Board tab; click on School Board Policies; click on Board Docs. The Student Code of Conduct is always in effect during the VPK program.
