Scholar's Choice Program

2025-2026 PERSONALIZED EDUCATION PROGRAM (PEP)-PAY TO PARTICIPATE

Florida students who are not full-time private or public-school students may be eligible for a personalized education program (PEP) through the Florida Tax Credit (FTC) Scholarship Program. Eligible PEP students will be granted an educational savings account to help fund their educational needs.

The state of Florida designed the PEP scholarship program as a reimbursement program. That means parents must pay for the educational good or service themselves and then submit a reimbursement request. Please keep that in mind as you’re deciding if the PEP program is a good fit for your family.

Requirements for students currently enrolled in Volusia County Schools

DIRECTIONS: Steps to utilize the PEP Scholarship to enroll in a course at Volusia County Public Schools (For students who have been enrolled or registered with Volusia County Schools previously, including Home Education)

Withdraw from Volusia County School or Home Education -The parent/guardian must complete school withdraw form and state-issued withdraw form. For Home Education, parent/guardian must complete notice of termination and state-issued withdraw form. State-Issued Withdraw Form

- Academic classes (Elementary and Secondary)
- Elective classes (Elementary and Secondary)
- CTE classes (Secondary)
- Virtual Classes (Secondary VFlex courses only)

Please wait for the availability notification email from the School Choice office. The Office of School Choice will reach out to parents concerning course availability.
Make Payment - The parent or guardian is responsible for paying for the chosen course(s). School Choice will provide a method of payment and receipt that you can submit to your funding source for reimbursement.
Course Start-The student will start the course(s).

Steps for enrollment in Scholars Choice Program

ENROLLMENT-(Enrollment is subject to availability)

The student must be withdrawn from Volusia County Public Schools or a Home Education Program with Volusia County Schools.

The student must have been awarded an FTC/FES Scholarship to enroll in courses/programs under this contract.
Volusia County Schools reserves the right to reject enrollment in any of these courses/programs. There is no guarantee of enrollment in any given course/program.
The student is not considered a full-time public-school student by enrolling in courses/programs.
The Parent acknowledges and agrees that the student’s enrollment will be subject to all applicable Volusia County Schools policies, including but not limited to school immunization requirements. Volusia County Schools Board policies are available here.
The Parent must grant Volusia County Schools access to the student’s educational records. The student’s information may be shared for legitimate educational purposes.
Volusia County Schools is not obligated to provide the Student with a Free Appropriate Public Education (FAPE) under state and federal disability laws including but not limited to the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act of 1973. If the Student requires services under these laws, the Parent may use scholarship funds to procure those services.
No transportation will be provided by Volusia County Public Schools to or from any course/program under this application.

Tuition / Fees / Payment Methods / Refund and Cancellation information

TUITION AND RELATED FEES:

The Parent agrees to pay the course/program fees directly to Volusia County School District.
Payments are non-refundable and non-transferable and must be made before the student participates in a course/program. Course/program fees are to be paid directly to Volusia County Schools through either mailed, or in person to Volusia County Schools.

Elementary: 1 Semester $1,170.50 | 2 Semesters $2,341
Middle: 1 Semester $657 | 2 Semesters $1,314
High: 1 Semester $637 | 2 Semesters $1,274
VFlex (all Secondary): 1 Semester $370 | 2 Semesters $740

PAYMENT METHODS:

At this time, Volusia County will accept: Money Orders and Cashier' Check made payable to: Volusia County Schools. Payments should be mailed or dropped off at: Volusia County Schools-Attn: School Choice, (PEP Payments) 200 N. Clara Ave, Deland, FL 32720

REFUND/CANCELLATION POLICY:

Families may withdraw within 10 school days from the student’s first day of instruction for a refund, minus any non-refundable items (e.g., consumables already issued).

If payment was made by Money Order or Cashier’s Check, any eligible refund will be issued by a Volusia County Schools business check.
